      Lima - Frank L. "Chief" Catlett, 82, died at 6 p.m. Aug. 5, 2010, at St. Rita's Medical Center. He was born Jan. 1, 1928, in Lima to Frank "Jerry" and Ruby Violet Haggard Catlett, who preceded him in death.

      On Jan. 18, 1953, at Grace United Methodist Church, he married, Carole L. Weiler, who survives in Lima.

      Mr. Catlett retired on Aug. 22, 1997, as chief of police from the Lima Police Department, where he served as chief for more than 19 years. He was appointed to the department on April 16, 1951, serving for more than 46 years. He served more than seven years as a patrolman, more than 6 years as a detective, five years as a sergeant, two years as a lieutenant and six years as an inspector. All of his promotions were a result of competitive civil service examinations, an organization which he had been a part of 42 percent of its 110 years existence. He was a lifelong Lima native.

      He graduated on June 6, 1946 from Lima South High School. He was an Army veteran, joining on June 7, 1946, serving three years, with more than two years overseas and more than a year as a military policeman. While a member of the Lima Police Department he attended schools and seminars, including Northeastern Traffic Institute, the Ohio State Bureau of Criminal Investigation & Identification, the Ohio State Patrol Academy and the Ohio Peace Officers Training Academy. In 1975, he received an associates degree in law enforcement from Lima Technical College. He was a member of Family of Faith United Methodist Church. He was a member of Fraternal Order of Police Lodge 21, Benevolent & Protective Order of Elks Lodge 54 and Fraternal Order of Eagles Aerie 370. He was a life member of American Legion Post 96. He had been a member of the Ohio Association of Chiefs of Police, where he had been a legislative committeeman, and the International Association of Chiefs of Police. He served on the Lima-Allen County Narcotics Task Force Control Board and the boards for the Salvation Army, Big Brothers/Big Sisters of Allen County, the Lima Pathfinder House, Lima City Employees Federal Credit Union, the Citizens School Advisory Board and the YMCA. He served as president for the Lima Sertoma Club and was co-founder of the Lima Irish Parade. He enjoyed golfing and fishing. He was appointed to the department by mayor Stanley A. Welker and served through eight administrations, which include mayors M.L. Ferguson, Clyde Welty, William Nungester, Homer Cooper, Christian P. Morris, Harry J. Moyer, Gene A. Joseph and David J. Berger. He is credited for several programs initiated under his leadership, including the Crime Unit, DARE, GREAT, the SWAT team, the dive team, the canine unit and implementing the philosophy of community policing.

      He was preceded in death by a brother, David J. (Joyce Wendell) Catlett; and four brothers- and sisters-in-law, Marilyn Weiler (William) Hupfer, E.F. "Frankie" Hyman Jr., Joseph A. LaManna and Donald Moyer Sr.

      Services will begin at 11:30 a.m. Monday at Family of Faith United Methodist Church. The Rev. Jim Loescher will officiate. Burial will be in Memorial Park Cemetery, with the Lima Police Department Honor Guard. Friends may call from 2 to 8 p.m. Sunday at Chiles-Laman Funeral Homes, Shawnee Chapel, where an FOP service will be held at 8 p.m., and one hour prior to services Monday at the church. Memorial contributions may be made to the American Cancer Society, the Kidney Services of West Central Ohio or Family of Faith United Methodist Church.
